Personally, I've just ignored it wherever possible. If I was ever driving past a school, or saw people gathering on the side of the road, I always slowed down anyway - it's called common sense. The people who don't have any common sense will drive at the speed they're going to drive at whatever arbitrary limit is in force.
The reversion back to 30 is, I imagine, a move from Labour to try and shore up safe seats before the GE. The strength of opposition to this nonsense is such that I think they were at risk of losing some very safe seats.
I like to spend my weekends going to Newport and doing 10mph below the speed limit. It gives me a sense of wellbeing
