I think Hamas have proved that they can, and really want to, kill Israelis.
Hezbollah were very capable of doing a lot of damage to Israel........until Israel did something about it by killing their comms, then killing their leadership, and now trying to destroy their infrastructure and missile stores.

The analogy with the 4 year old would be relevant if the world had enforced the 2006 peace agreement, like a parent dragging the 4 year old away and convincing them not to do it any more.
