I remember everyone thinking the same when Swansea appointed Brendan Rodgers, who had failed everywhere he'd been up until that point. Sometimes things just click at the right time. I highly doubt the presence of Rooney himself has caused any of his teams to implode, and management - the same as any other profession - is something you get better at through experience.
Rodgers had a successful coaching career with Mourinho before becoming a manager, though I get your point.
The problem with Rooney is that his performances in each of his three roles to date seen too have been progressively worse. It also does from afar look like Birmingham very much did implode upon his arrival having been going great guns under Eustace.
