Pretty sure I read this in a case study of building a new overflow structure. Actually stopping all poo discharges in deluge circumstances would be ridiculously expensive, but those discharges were not an environmental problem - just a leisure problem.
In a deluge the amount of poo doesn't rise but the amount of rainwater is vast so the poo is very dilute.
Bathing status is a bit misleading. I was a bit surprised to find out - at one of my pretend Green Party meetings - that the water quality only has to be bathing standard between May and September to get the standard. Rest of the year...anything goes.
