If you take that division as true (I have doubts) then you can accommodate trans identity and also protect single sex spaces at the same time. Just set the legal framework in prisons, toilets, changing rooms to refer exclusively to biological sex.
That way, you are protecting the spaces from men - but you are not denying their gender identity. There would be no contradiction in accepting that trans women have a female gender, but that wouldn't be relevant to single sex spaces as access is determined by sex.
Personally I think even that approach is conceding too much reality, but it would allow for biological sex to be enshrined whilst also facillitating trans identity and gender issues.
Because then you are saying transwomen are not really women, which is transphobic.
