If that means, for example, providing more support to those experiencing mental health issues then so be it.
This would reduce the need for legal migration. There are other issues to be addressed, such as the arrival of dependants of students.
I don't like the analysis by country or geographical region. I don't know the purpose of this is other than to support right-wing arguments to discriminate on immigration on the basis of where someone comes from (and, maybe, what they look like)

I work in this area, and the problem is the benefits trap. Sort out a proper in-work top-up to make work pay, allow people to go back to work part-time and build up to longer hours. That would make it easier for many to transition from benefits. Working tax credit has been phased out and was complex and unwieldy, but it could be restructured and work for people at low cost to the taxpayer.
